The final rule on the Modernization of Special Airworthiness Certification (MOSAIC) is now expected sometime in 2025. When the comment period closed for the MOSAIC Notice of Proposed Rulemaking in January it was suggested that the final rule might be announced at AirVenture 2024 but that is no longer the expectation. “It is correct that early to mid-2025 is expected to be the announcement of the final rule,” said EAA spokesman Dick Knapinski. “That’s been no secret—we’ve been telling those who ask that, based on our conversations with the FAA, most recently at our annual winter summit in Oshkosh in early March.”
Knapinski said the FAA sincerely wanted to get the rule ready for this year’s AirVenture, “but it would have been an impressive stretch even in the best of circumstances, given that the NPRM public comment period closed in early 2024. Any slippage would have made that even tougher.” The timeline was also hit by the need to reopen comments for 30 days in February to backfill an omission in the original document.
The coming election will also use government resources that would be needed to process the new rule, which is intended to reduce certification burdens for new and legacy recreational aircraft while enhancing safety with new technology. Knapinski said the Department of Transportation will release its spring rulemaking plans in a few weeks and that should give an official timeline for the MOSAIC rule.
Started in 2018, progress has been slower than initially anticipated, with the final rule now expected around mid-2025. This timeline reflects…(Larry S., you got the controls)

Why would the FAA divert program certification staff to an election?
That’s not the FAA saying that. It’s EAA. It’s not the FAA that pitches in with elections but I assume a lot of communications, publications etc resources get sidetracked.
Biden Executive Order 14019 states that “executive departments and agencies should partner with State, local, Tribal, and territorial election officials to protect and promote the exercise of the right to vote, eliminate discrimination and other barriers to voting, and expand access to voter registration and accurate election information.”
It’s being challenged in court.
Movement at the speed of government. I seem to recall the original announcement in the fall of 2018… something about the rule changes for LSA being imminent. It only took (maybe) almost 7 years (maybe… hopefully).
OR, looked at alternately … LSA was implemented 20 years ago in 2004. It took ’em THIS long to figure out it’s working and needed to be expanded. We ALL owe EAA a big pat on the back for how far it’s gotten.

Well, compared to how long it took to get medical cert reform done…this is proceeding at warp speed.
And even then, it took an act of congress to push the bureaucrats to actually do something, under law, that they should have done as a matter of course based on the data that existed.
The Process would go faster if the people in the FAA could read and Drink Coffee at the same time.
Considering what’s at stake, do people really want the government to move fast? Do you remember how well the government handled the COVID lockdowns? That’s what happens when the government moves fast.
While this is very slow, let’s at least recognize that this is a significant step toward having the FAA focus on airlines and letting personal aviation largely self-regulate. For that, we will owe a huge debt of gratitude to the Light Sport rule (which, let’s remember, has now been in effect for nearly 1/6 of the entire history of powered flight, and has “always been in effect” for most college undergraduates today).
